Yep this is a known issue that has cropped up due to the changes to the engine in the firing from vehicles update. We will see if we can include a fix in the next patch for ALiVE or possibly in the next full release.

Theres a few factors that might be happening there.. Does your mission have a lot going on? Is there any RPT spam from other addons? It could be a case of the system responding slowly due to the server struggling a bit with everything going on. It could also be that the logistics carriers are stuck on the way - are you getting more messages about starting travel to destination, or are you only seeing the acknowledged message and then nothing for 20 minutes?
Interesting question, you can't define no-go areas once the game is running, but you might be able to tell OPCOM to ignore an objective once captured. As for populating with friendly units you could use code to request a logistics convoy or something to come and defend the objective. I'll send you a script snippet if you are able to script your mission?
If it is a vehicle that is synced to the CS modules you should be able to set that code on the vehicle's init field directly.
These are known issues, we will be working on more RHS support over the weekend, should be a new release out soon after.

Thanks for finding that issue also, added something that will trim off spaces from the front and end of IP addresses!
