I got another quick question though: If I only wanted to spawn objectives, but not units, in all the civilian spots on the map for multiple teams, could I just use 1 Civ Objective module without giving it any TAORs then sync both the commanders to it? I think it should work but I can't remember.

Yes that should work, do not set a TAOR (defaults to the entire map) and sync it to all commanders that you want to recognize the objectives.

Can I link more than one taor to marker? if so would it look like this on the input line for that?
taor01, taor02, taor03... and so on?

Yes, simply separate the TAOR names with commas (like you displayed) and it will use all of them as TAOR areas.
