Objectives for the AI Comd are determined by the mission maker (modules filters, TAOR markers, Blacklists, custom location etc), so necessarily have to be determined during init.

The map locations used for objectives are in the staticdata index file. It was actually designed originally to be dynamic as well and worked great on Stratis but large maps took far too long to index on the fly so we had to go with the static data route.
