Civ module not spawning enough civs

    Hi. So im trying to use the Civ module to spawn around 50 civs in a little town. Im using a TAOR marker that covers the entire town, and in debug mode i can see that there are more than enough possible spawn locations for the civs. But for some reason im only getting around 4-5 civs at any time. Global spawn cap is 200 so should not be a problem, civ placement module is set to extreme placement, and not filter objective sizes. Population module is set to 50 (iv tried higher with no change)

    whats causing this? I need more civs in the town to make it look alive..
