Civilian & Custom Objectives

    So my setup is that there is an asymmetric commander that spawns everywhere in Tanoa, minus the player safety zone. There are a number of custom objectives which are locations the players will be visiting. I want there to be at least 1 group of infantry at each of the custom objectives.

    This works as I'd expect:

    However when I include civilian placement and population modules units from the AI commander only spawn in one city.

  2. What civilian faction are you using? vanilla CIV_F? Settings you are using on the civ placement module?

    Any way you can do the same test but use vanilla units instead?

    Also if possible please post your entire RPT from the session.
