Thanks @SavageCDN I just popped back on the forum and saw their question.
@HeroesandvillainsOS we are using Fen_A3 in a limited role to kinda take the place of the ALiVE CQB module; which has been especially problematic for me and several of our mission makers over the years.
Getting to understand Fen is a little bit of a learning curve but the AI tend to react a little better and you can limit the type of unit in the CQB area specifically rather than get a catch all of everything like ALiVE does by spawning divers, pilots, crewmen for armor, etc... in the CQB module. Plus it works get with ALiVE and VCOM as well as ASR_AI.
@cbff33 what units are you using to create the faction? I had a similar issue with VME in the beginning when I started making my Chinese unit factions a couple of years ago and their initial configs were completely screwed up and wouldn't function with ALiVE in any capacity.

Is there an RPT from your system when you go to launch that you can share so we can take a look at what might be the cause or can you share the error message itself?
Also you can use Fen_A3 to virtualize the friendly AI so that they aren't always appearing unless you are within specific ranges. They still function normally though.
The problem is not VCOM it is the fact that an attack order doesn't really mean use a gun and shoot from several kilometers away. It means go up to them and shoot them when you get into visual range. In order to make them stay somewhere you have to remove drivers and basically disable the vehicles.
I have seen that with Fen added to a mission. We had one unit with over 13000 cycle waypoints. Simple solution for me was to remove Fen and that Fen unit.

When you say "objective only" do you mean Custom Objective Markers? As for the AI OPCOM it scans the map and based on the information you tell it to use it will assign units and place them at the various objectives it identifies from the indexing that was done on the map and will either attack or defend those areas based on what the opposing forces are doing.
All of the above plus bringing back convoys....that is all.
@HeroesandvillainsOS and @Bulljump we just started using the civilian function within Arma and guess what...those crazy folks actually run and hide in the areas you designate as safe areas for them. If you start shooting or blowing stuff up around them they tuck their heads and run to cover. You have to designate an area for them and they will go there until its safe to come back out again.
