On average how long should it be taking to save a server's progress and then load it back up after a server restart?

Depends on how big the mission is, when saving I've had it take from 5 seconds to 3-5 minutes. For loading back into a mission I've had it take like 7 minutes in my more larger sized mission (this is with the massive amount of scripts and other stuff loading).

What are some of the biggest factors that would cause it to take longer? Objects placed in the editor? Amount of units profiled?

Amount of units profiled and the size of your TAOR markers. Also, the size of the map.
