This has been an ongoing issue.

Whenever I use either Vanilla CSAT or EvanCat's CSAT Modification reskin....the CSAT Punisher Vehicles always spawn in with no tires. It looks like it's just floating in mid air. The back part of the vehicle is missing too. It looks like a hollowed out hovercraft with Drivers just floating inside of it. This has gone on for months. No other issues with outside of the Punishers but it is an awful bug.

What in the world causes this? ALiVE Issue? ARMA 3 Issue?

Probably related to Arma. Try verifying your cache and using no mods. If the issue is gone, restart the game with only 5 mods enabled. If the issue is still gone, load another 5 mods on top. Keep doimg this till you can narrow down the issue.
