The CUP Takistani civs actually aren't in the CUP Units mod yet. It's nothing you're doing wrong.

I'm not intimately familiar with CUP. So assuming your faction names are correct and they actually contain the groups you're trying to spawn (for instance, if you try to spawn motorized and they don't have motorized groups, you'll get this message) - and also assuming you've spelled the names correctly - I'd suggest opening and closing every module in your mission and seeing if that fixes the problem.
