I'm new to Alive, and I have a capabilities question, and the general how-to. What I'd like to do is set up a large campaign, with multiple OPFOR AI Officers commanding military outposts, with a General commanding overall. Killing or capturing the officers affects the larger picture as in supplies, supports, etc. First question is whether this is possible? If so, is the war room how this works? Can it be done without the war room?

Yes it can be done without War Room. War Room today is really for player performance tracking and AAR. In the future you will be able to view current mission state, player inventory and even edit the mission on the web.
The scenario you describe is exactly how OPCOM works. AI commander will direct forces to capture objectives (it identifies), it will resupply also. You can impact supplies by intercepting RESUPs and/or eliminating OPCOM forces.
