Make sure you have persistence set across all modules and are using Server Save and Exit to shut down the server.
I have checked all modules and persistence is enabled on all of them. I use Server Save and Exit.

I'm going to be loading a persistent save tonight. I've taken a screenshot with the virtual AI debugged so I know exactly where everyone is.
When I load it, what should I be looking for? Enemies back in areas I cleared basically? I'll post the screenshots from before/after the server save and exit later.
Yeah, enemies and friendlies are placed back at their original objectives.
Seems ok to me.

As you can see they are exactly where they were when I saved and not at their "original" objectives. I know this, because the IND profiles you see in the photos, I manually placed in the editor.
The only "odd" thing I see here is, right before the server save and exit, on the bottom right side, you see a green profile which has disappeared when I loaded. The unit is not visible in the after photo. This profile was actually invisible in-game to me before server saving and exiting (which is odd!) but as you can see, it didn't spawn when I loaded.
Not sure what's going on there. It's happened to me in several missions now. But otherwise it looks perfect.

Yeah that doesn't look right. I'd have to assume that you haven't set persistence in one (or more) of the modules. Is anything at all persisting? Such as player position, time of day, advanced markers, etc?
Go ahead and post the mission and when I get a chance, I'll take a look.

Logs seem fine to me. "Forwarding" to @Tupolov.
I'd remove special characters from the mission name starting, with [Goo] and retest although the logs seem to suggest everything is saving and loading fine.
Can you try removing CQB? you are getting
